Kroenke Sports and Entertainment District Nos. 1-5
The Kroenke Sports and Entertainment Metropolitan District Nos. 1-5 are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito and pest control, traffic and safety controls, fire protection, and television relay and translation improvements of the Districts, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for each of the Districts approved by the City and County of Denver on October 21, 2024, as it may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the Districts. The Districts are located in the City and County of Denver, Colorado. The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that the City and County of Denver does not provide.
The Districts may incur, collectively, a maximum debt of $1,250,000,000, in the aggregate. The Districts may use fees, specific ownership taxes, and all other legally available revenues to repay such debt. Kroenke Sports and Entertainment Metropolitan District Nos. 2-5 may also use mill levy revenue to repay such debt.
Pursuant to the Service Plans of the Districts, Kroenke Sports and Entertainment Metropolitan District No. 1 is designated as the “Maintenance District” and will not impose a mill levy to repay such debt. Kroenke Sports and Entertainment Metropolitan District Nos. 2-5 may assess a maximum mill levy of 50.000, adjusted pursuant to the Service Plans for changes on or after October 21, 2024, to repay such debt.
The Districts must file an Annual Report to the City and County of Denver, the Division of Local Government, the State Auditor, and the City and County of Denver Clerk & Recorder.
The Districts boundaries overlap with the boundaries of the City and County of Denver, Denver School District No. 1, and Urban Drainage & Flood Control District.
